  16. <p>Washington's approval of an airline deal invites foreign carriers
  17. to reciprocate
  18. </p>
  19. <p>    Just maybe, there is a cease-fire in the global air wars. As a
  20. first step toward easing transatlantic tensions, the U.S.
  21. Department of Transportation has tentatively approved the
  22. proposed merger of Northwest and KLM Royal Dutch airlines. The
  23. endorsement comes as Washington and European countries spar over
  24. "open skies" agreements. Britain, for instance, is pressing the
  25. U.S. to okay a proposed alliance between British Airways and
  26. USAir. The Americans are also squabbling with France and Germany
  27. over airport landing rights. U.S. airlines have generally
  28. opposed making any concessions unless European countries
  29. reciprocate by opening their markets to American carriers. By
  30. giving the green light to KLM, Washington is hoping the
  31. Europeans will make the next move and return the favor.
  32. </p>
  33. <p>    If the KLM-Northwest deal flies, it would mark the first
  34. time in the U.S. that a foreign and a domestic airline would be
  35. allowed to function as one company. KLM and NW will consolidate
  36. their fleets, fare structures and sales forces. But the merger
  37. may be too little, too late for financially troubled NW, which
  38. is struggling to avoid bankruptcy. Meanwhile, the U.S. airline
  39. industry remains a dangerous battleground. MGM Grand Air, a
  40. three-year-old luxury carrier, withdrew from scheduled
  41. passenger service last week after it failed to stem financial
  42. losses.
